What is a Neighbourhood Plan?

Neighbourhood Planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. Neighbourhood Planning provides a powerful set of tools for local people to ensure that they get the right types of development for their community where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area.


The journey so far

Central to developing an effective and relevant Neighbourhood Plan have been the consultations we have run with the community. The outcomes of the consultations have allowed us to define a clear vision and establish working groups within the Town Council to explore key themes in greater depth.

The plan will be instrumental in planning and development for the foreseeable future in Penryn. As such, we want to make sure it is comprehensive, accurate and compliant as much as we possibly can. Currently we are working on some supplementary consultation work regarding housing sites.

So while it has taken us a little while to get the draft to where it is, we are nearly there and will be able to begin the the formal consultation during Autumn 2019.

What happens next?

Once we have completed the draft Neighbourhood Plan the next step for us is to publicise it and invite representations from the public.  You will be able to take part in this process through our website, by email or by visiting the library to fill in a paper form.

We do not have an exact date for the formal consultation yet, but will be starting to promote it during August 2019. That will include a small leaflet with a summary of everything you need to know being delivered to every residence in the town. Information and updates will also be shared on the Penryn Town Council Facebook page.

There are a number of stages that a plan must move through on its journey to becoming adopted as planning policy by Penryn Town Council and Cornwall Council.

To conform with the process, we have undertaken consultation with those living and working in the Neighbourhood Area. The outcomes have informed and influences our draft plan.
